Strategies for Bilingual eLearning

I am looking for suggestions for creating bilingual software application training. One thought is to use the branching ability in Adobe Captivate to give users a choice to view the same movie in one language or the other. Another idea is to take a linear approach and provide a drop-down text box with the instructions in another language. I would also like to give the student a choice of languages for audio.
